Expanding to the Baltics: Why Smart Companies Test Digitally and in Estonia First

Many retail companies still expand internationally the same way they did 20 years ago. First they make extensive market research, establish a legal entity, then they rent an office and warehouse and hire local staff. Only after that do they start thinking about digital presence and that’s where the project gets stuck.

IT team wants to build a perfect solution aligned with current systems/processes and very often the required IT budget seems too large or project is postponed or even cancelled. Business team starts doubting about the ROI of the ecom or the whole expansion project.

That’s why the order of building online and offline can and should be reversed. In our experience, the most successful market entries often begin digitally.

Why? Because using digital platforms businesses have an opportunity to use data to learn, measure and adapt faster & cheaper. Maybe there’s a quick victory waiting for your company when your products are made available to the consumers.

Secondly. For businesses looking at the Baltic region or more generally starting to export, Estonia offers an ideal environment for this first phase.

Digital-first expansion, starting smaller market

“How do we learn?” should be the first question business manager asks from himself when considering new markets. Rather than investing immediately in physical operations, many international companies benefit from a Digital First Expansion strategy.

And why Estonia? Although the smallest of the Baltic countries (1,3 mln people vs Latvia 1,8 and Lithuania 2,9 mln inhabitants) it’s heavily digitalized and very good for starting to do business. As a small country, its people are used to adapting to different cultures and are influenced not only by both East and West but also by the Northern region (Scandinavian countries).

For example Finnish company Motonet expanded in Estonia first as mistakes made here are less expensive than in other countries (conversation in Click Commerce fair 2026). They are currently doing very good in Estonia as well and lessons learned helped them to pave the way for success in setting up processes for exporting and entering larger markets like Sweden.

Older Websites Usually Win

We have a saying: “the best eshop is an old eshop.” One often overlooked advantage of starting early is domain authority as search engines reward consistency. Setting up a light digital presence is much faster and AI usage enables speeding up or automating content creation and translation. Older websites typically have: more indexed pages, more backlinks, higher authority, historical trust, better organic rankings, customer reviews, existing analytics, behavioural data and much more.

Building basic digital solutions is more predictable and less risky and they can also be sliced more easily. You cannot launch a shop without interior but you can launch an eshop without shipping method. Also with physical presence risks are larger as it includes logistics and dependence on third parties. Delays are more likely to happen.

A website that has existed for several years, publishes useful content and gradually builds authority is often in a much stronger position than a brand-new website launched just before market entry (and with signs of heavy AI usage in translations ;)).

Even if immediate sales are not the objective, building digital visibility early creates long-term competitive advantage and is the most cost-effective way to invest in a new market.

Estonia as a Training Ground

Every international expansion includes mistakes. The question is not whether mistakes happen but where they happen.

Testing pricing, logistics, customer communication and ecommerce operations in a market of 1.3 million people is significantly less expensive than discovering the same problems after launching across multiple countries.

Market is simple and small enough to grasp for a small team and doesn’t take a lot of time to learn.

Estonia provides an opportunity to validate assumptions before scaling into larger Baltic markets or globally. For many companies, this makes Estonia less of a destination—and more of a training ground.

Quick cheatsheet for Estonia or full Baltic Ecom

Overthinking has killed many potential business ideas as well as insignificant testing. Here’s a quick basic checklist how I would start with low investment and maximum learning.

If your brand allows quick testing then easiest way for digital first start is:

  • Set up your business
    • Company formation in Estonia is among the simplest in Europe and can often be completed remotely. For many international founders, this removes one of the early administrative barriers to market entry. You can do it online and should be able to do it in a few hours.
    • Open a bank account
    • Join Estonian Ecommerce Association to get access to shared ecom knowledge, especially the legal part
  • Quick market research
    • Quite easy to get the first idea with the help of AI
    • Consult state-funded or NGOs (like Chamber of Commerce) or contact your sector-specific organizations
  • Set up ecom platform (will write briefly in the next section)
    • Secure domains (good idea for any expansion) with Zone or Elkdata (two largest)
    • Start small and set up scalable platform, depending on your business (B2B or B2C) and number of products
    • Use one service provider/broker for both payments and shipping (for example Montonio or Maksekeskus but there are more)
    • Insert as much information about your company as possible in local language
  • Insert product catalogue
    • One-time import from current product database whether all or selected products with significant stock
    • One-time translations (with native person overlooking)
  • Logistics & processes
    • Setting up logistics from main warehouse in HQ country
    • Process for handling the order and returns. Manual at first
    • In B2B business pretty much everyone speaks English, in B2C you might need a native speaker in later phase.
  • Marketing
    • Onboard local partner for first light marketing efforts. Validated ecom specific marketers can be easily found in Estonian eCommerce Association and Estonian Marketers Association
    • Make sure your site is technically findable (we can help you with that)
    • Make sure analytics tools are set up from day 1
  • Start monitoring your progress and decide next business steps

Most businesses and export projects fail and you might find out that your ecom site does not bring enough traffic. But you have achieved your presence with lower budget and are already gathering actual data. That’s more valuable than any opinion.
